Socio-Economic Development Strategy of Leningrad Region

Socio-Economic Development Strategy of Leningrad Region up to 2030 was approved by the regional law No. 76-oz of 8 August 2016. The strategic goal of development of Leningrad region in the long run is provision of stable economic growth and improvement of the quality of life of the population.

The Strategy is aimed at each resident of Leningrad region. The main aim of the authorities within the Strategy is to provide the population with plenty of work opportunities (as a wage earner or a businessman) with high income and to meet modern requirements of each person  in comfortable housing, leisure, education, sport, culture, medical care, etc.

Achievement of the strategic goal includes implementation of three interrelated directions:

  • creation of conditions for effective employment;
  • development of human capital of the region;
  • improvement of effectiveness of state and municipal management.

Vectors of development of Leningrad region up to 2030:

  • Industrial Leadership – by 2030 industry should create major amount of highly paid jobs for the residents of Leningrad region, maintain its share in regional economy, be in constant upgrading process based on innovations.
  • Professional Education – by 2030 regional network of modern vocational education institutions should be created so that the residents of Leningrad region will be able to become highly qualified specialists for any branches of the regional economy and their employment in the enterprises of Leningrad region will be guaranteed.
  • Comfortable Settlements – by 2030 urban and rural settlements of Leningrad region should become comfortable for living and accessible as places of work which meet modern requirements of the residents in comfortable housing, utilities, consumer services, financial and social services, trade, cultural, sport and leisure, ecology, communication services.
  • Food Security – by 2030 agriculture should provide the residents of Leningrad region and neighbouring regions with high quality food products, gradually replacing imported goods and increasing its share in agriculture of the country.
  • Modern Transport Complex – by 2030 Leningrad region should develop its transport system and provide its residents with the opportunity to reach any destination quickly and comfortably using several types of transport.
  • Health of Population – by 2030 each resident of Leningrad region should receive high-quality modern medical treatment in any part of the region, carry out preventive healthcare regularly and lead a healthy lifestyle.

These vectors are perspectives of implementation of six strategic project initiatives which are the basis of the Strategy. The Strategy also states additional spheres, development of which directly affects implementation of the strategic project initiatives. Those directions which are not included in these initiatives or additional spheres will be implemented by executive authorities and local authorities of Leningrad region as a part of their usual work.

Aims of the Strategy:

  • infrastructural development of the region;
  • modernization of the social sphere of the region;
  • increase of the level of social security;
  • high standards of the quality of life;
  • development of the modern industrial production of high value-added products;
  • use of potential of domestic and export markets;
  • introduction of new technologies in public administration, first of all – project approach;
  • elimination of administrative barriers, increase of investment attractiveness of the economy;
  • development of civil society institutions;
  • balanced development of municipal units of the region.
