A city-forming enterprise is Syassky Pulp and Paper Mill OJSC (Syassky PPM) which was constructed in 1925-1928 and became a basis for creation of Syasstroy working settlement.
Syassky Pulp and Paper Mill is the oldest enterprise of pulp and paper industry. The factory has been working since 1928, from the very beginning it specializes in production of commercial sulphite cellulose.
Today Syassky Pulp and Paper Mill still works stable, increasing the volume of production which positively influences the dynamics of most economic indices in the municipal unit, thus proving the status of the city-forming enterprise.
Since 1928 the mill has carried out several phases of expansion and reconstruction of production capacities which resulted in significant expansion of the range of produced goods, increase of production capacities, infrastructure and fixed assets.
The most important activities aimed at expansion of the mill were conducted in 60-70 years of the 20th century. During this period the following facilities were commissioned: wood-pulp shop for production of chemical and mechanical pulp; factory for production of sanitary-hygienic paper and processing them into finished goods; cardboard production machine; several additional facilities. In 1994 Syassky Pulp and Paper Mill was privatized and became a closed joint-stock company Syassky Pulp and Paper Mill. The founders of Syassky Pulp and Paper Mill CJSC were natural persons – employees of the enterprise.
In 1997 as the result of bankruptcy procedures the mill received external management. During this period work of the production capacities was stopped completely, heat and water supply utilities were damaged. The bankruptcy proceedings resulted in an agreement with creditors, liquidation of the closed-joint stock company Syassky Pulp and Paper Mill and establishment of an open joint-stock company Syassky Pulp and Paper Mill. In 1998 the part of production capacities was commissioned again.
Until 2003 Syassky Pulp and Paper Mill OJSC was the largest manufacturer and supplier of base paper in Russia. The enterprise was oriented at B2B sector.
From 2003 Syassky Pulp and Paper Mill has been implementing a large-scale programme for modernization of production and expansion of the range of produced goods. In particular, expansion of the range of sanitary-hygienic goods.
Today Syassky Pulp and Paper Mill OJSC actively continues to implement the programme for modernization of production and expansion of the range of produced goods.
Integrated Programme for Development of Monotown was prepared for integrated development of the town.
Development of new production plants in the territory of the town and, consequently, creation of the territory of advanced social and economic development is restricted by the lack of opportunity to provide connection to gas supply and power supply networks in the municipal unit. Today the Administration of Leningrad Region together with Gazprom deal with provision of gas to the town.
