Industrial Parks of the Leningrad Region

An industrial park is a collection of industrial infrastructure facilities intended for the creation or modernization of industrial production and managed by a management company – a commercial or non-commercial organization established in accordance with the legislation of the Russian Federation.

Industrial parks include agro-industrial parks and eco-industrial parks.

An agro-industrial park is an industrial park whose industrial infrastructure facilities are used for the creation or modernization of industrial production, including the production, primary and/or subsequent industrial processing of agricultural products, raw materials, and food, their sale, as well as the provision of services for the maintenance of agricultural production and processing of agricultural products.

An eco-industrial park is an industrial park whose industrial infrastructure facilities are used for the creation or modernization of industrial production, including activities related to waste disposal, and/or treatment, and/or neutralization of waste, and/or the involvement of waste into economic circulation as secondary raw materials in the production of industrial products and performance of work.

The territorial planning scheme of the Leningrad Region includes information on 14 industrial parks (9 operational, 5 under construction) as regional development objects. Information on the industrial parks "Levoberezhny", "Gatchina" Nanotechnology Center, "Pikalyovo", and "Kola" is included in the federal register of the Ministry of Industry and Trade of Russia. On the territory of all operating parks, there is the possibility of connecting to gas, electricity, heat supply, water supply, and sanitation networks, and they have good transport accessibility. The main specializations of the parks are: mechanical engineering, metalworking, foundry, woodworking, production of plastic products, food and light industry, pharmaceutical production, production of building materials and equipment, and the location of industrial, warehouse, and logistics complexes.

Advantages of locating production facilities in industrial parks:

  • access to transport infrastructure and availability of utility networks;
  • time savings on project launch;
  • provision of services to industrial park residents (repair and operation of utility networks, logistics, security, legal, consulting, and other services, territory cleaning).

Currently, 185 resident organizations have located their production facilities on the territory of operating industrial parks.
