Quality of regional laws is improving

What is the use of regulatory impact analysis (RIA) for business? Development of RIA in Leningrad region was discussed during the conference “RIA: how to change law, experience and practices”.

RIA is an examination of a new or already operating legal act. It is carried out in order to define if this legal act creates any barriers or restricts competition.

RIA procedure was introduced in Leningrad region in 2014. Deputy Chairman of the Government of Leningrad Region Dmitry Yalov noted that this procedure brought results. There are less negative conclusions concerning legal acts, because authorities involve business in the process of their creation. Business is also participating more actively in this process.

RANEPA conducted a research of RIA procedure in Leningrad region and gave recommendations which were presented at the conference. For example:

  • to carry out RIA in two stages: the concept of a law and its text;
  • to make RIA optional at the regional level;
  • to restrict the number of laws at the regional level that complete RIA procedure;
  • to carry out regular audit of RIA quality, etc.
