The plant on Volkhonskoye Highway was built by Nevsky Ecological Operator as part of the waste management reform. “This is the “first sign” in the joint plans and undertakings that we are pursuing with our neighbor St. Petersburg and the Nevsky environmental operator. It is very important that we move from plans to concrete work. When we are in dialogue with the residents of the city and the region about the need to change the technology of waste disposal, the phased closure of landfills, we must understand that new sites, new production facilities, and modern plants for the disposal of MSW should come in return. Without this, it is impossible to close the landfills, ”Governor of the Leningrad Region Alexander Drozdenko emphasized at the opening of the enterprise. The new sorting complex is planned to be turned into a demonstration site - here it will be possible to get acquainted with the production, with new waste processing technologies. The Volkhonka Waste Processing Complex is the first in a series of new processing facilities planned by JSC Nevsky Ecological Operator to ensure the transition to modern municipal solid waste management technologies. The commissioning of KPO Volkhonka, taking into account the selection of useful fractions and utilization of more than 50%, will reduce the load on waste management facilities in the Leningrad Region by 300,000 tons of waste per year.

За четыре дня компании региона провели более 50 деловых встреч и переговоров с потенциальными партнерами. Семь предприятий Ленинградской области презентовали свою продукцию на встречах в различных бизнес-ассоциациях и с компаниями, еще три компании представили товары на строительной выставке в Нью-Дели. «Главное, что мы увидели встречный интерес со стороны бизнеса Индии, желание работать с Ленинградской областью, наметили дальнейшие планы по продвижению продукции на рынок этой страны. Насыщенная программа дала первые результаты – уже есть запрос на продукцию наших предприятий, пробные партии и совместные проекты», – прокомментировал заместитель председателя правительства Ленинградской области – председатель комитета экономического развития и инвестиционной деятельности Дмитрий Ялов, возглавлявший делегацию региона в поездке. Так, областной производитель защитных стройматериалов «Гласс Систем» договорился о предоставлении пробной партии распыляемой гидроизоляционной продукции на одну из индийский компаний, а также начал обсуждение по поставке сырья и гидроизоляции для продажи в стране. Переработчик шин – компания «Лексор» побывала на шиноперерабатывающем заводе GRP LTD, который заинтересовался покупкой оборудования компании из Ленобласти, а также договорилась о поставке пробной партии мелко-гранулированной резиной крошки. Судостроительная компания «Парящие машины» ТМ «Ховеркрафт» результативно провели переговоры о поставках двигателей для судов на воздушной подушке и поставок комплектующих для их сборки в Индии и последующей их технической эксплуатации. Производитель роботизированного оборудования для промышленности «Айтел-Про» планируют сотрудничество с компанией Ste Robotics India LLC, которые видят большой интерес на индийском рынке к выпускаемым в области манипуляторам. В ближайших планах Ленинградской области и Индии – провести видеовстречу с предприятиями региона в первом квартале 2023 года, договоренности об ее подготовке достигнуты с генконсульством России в Индии и представительством Российского экспортного центра. Бизнес-миссия в Индию была организованна Центром развития промышленности Ленинградской области в рамках национального проекта «Международная кооперация и экспорт».

In addition, the investment project will bring about 200 new jobs to the region. “Two years ago we signed an agreement on the implementation of the project, which we are opening today. The company's plans were implemented in a difficult, turbulent time, but despite the sanctions pressure, the company did not stop its investment cycle and completed the project. The Leningrad Region is a major transport and logistics hub, and the creation of new storage facilities in the region adds impetus to the development of industry in the region,” Anastasia Mikhalchenko, Director of the Economic Development Agency of the Leningrad Region, who accompanied the implementation of the investment project at all stages, said at the opening ceremony. The company has been operating in the field of warehouse logistics in the Leningrad region for over 25 years. The decision to build an additional Class A warehouse terminal was made in 2019.

The investment project is supported by the Economic Development Agency of the Leningrad Region. AERLO specialists helped with localization in the region, selection of support measures. Thus, the investment project is included in the register of RIP (regional investment project) to receive tax benefits.

Specialists of the Economic Development Agency of the Leningrad Region took part in the NAAIR international internship for regional investment agencies and development corporations at the site of investment agencies INVEST IN TURKEY and INVEST IN ISTANBUL. The internship took place as part of the organization of the international activities of the NGO "National Association of Investment and Development Agencies" (NAAIR) and the work of the NAAIR.Global platform with the support of the Ministry of Industry and Trade of the Republic of Turkey and the Ministry of Economic Development of the Russian Federation. The internship was attended by 15 regions of Russia, as well as representatives of Russian and Turkish businesses. The Investment Office under the President of the Republic of Turkey is responsible for promoting Turkey's investment opportunities and assisting investors before, during and after their arrival in Turkey. The office works with a network of consultants based in a number of countries including China, France, Germany, Italy, Japan, Malaysia, Qatar, Saudi Arabia, Singapore, South Korea, Spain, UAE, UK and USA. According to FDI Markets, Turkey has become the 9th most popular foreign direct investment (FDI) destination with 160 projects in Europe. Thus, according to the results of the first quarter of 2022, Istanbul ranked fourth among European cities after London, Paris and Berlin in terms of the volume of attracted investments. Special attention was paid to the work of the Istanbul Investment Support Center (CIP), which was established to provide investor support services in Istanbul (responsible for informing and supporting investors in the field of business development, taking the necessary measures to overcome administrative barriers, providing regional investment incentives; monitoring investment activity; informing investors about investment opportunities; coordination, exchange of experience, etc.). Thanks to the Quick Start program, new import-substituting enterprises are able to compensate up to 50% of the cost of renting production premises from the budget. The Quick Start program includes a set of two support measures: a subsidy for reimbursement of part of the cost of paying rent for premises and a preferential rent - 1 ruble - for newly concluded land lease agreements when they are leased without bidding. The conditions for receiving support measures are determined by the decrees of the government of the Leningrad Region No. 389 and No. 436. “The Quick Start program allows you to create import-substituting production “here and now” with the support of the region. Up to 50% of the cost of renting industrial premises can be compensated from the budget. Such a support measure will help, first of all, small and medium businesses to quickly start producing the necessary products,” said Dmitry Yalov, Deputy Chairman of the Government of the Leningrad Region, Chairman of the Committee for Economic Development and Investment Activities. Subsidies for reimbursement of part of the cost of paying rent for premises, buildings or structures for the implementation of investment projects for the production of import-substituting products are provided for no more than six months in 2022 under contracts concluded from January 1 to July 1, 2022. The leased production area must be at least 500 square meters. A new support measure has also been introduced with the establishment of a preferential rent for newly concluded land lease agreements when they are leased without bidding for companies registered in the Leningrad Region. These criteria are suitable for investment projects with a planned investment of more than 200 million rubles, for remote areas - from 30 million rubles. The preferential rent is fixed for one year. The list of products and industries for import substitution is determined by the relevant orders of the Ministry of Industry and Trade of the Russian Federation and decrees of the Government of the Leningrad Region. Among the industries for which the import substitution action plan has been approved are the automotive, light industry, timber industry, machine building for the food and processing industries, the medical and pharmaceutical industries, shipbuilding and others - there are only 24 industries. Support for investment projects as a "single window" of the regional administration is carried out by the Economic Development Agency of the Leningrad Region. The agency's specialists assist in the selection of industrial sites and advise on support measures for business.
