Large-scale port projects in Leningrad region

Deputy Director of Economic Development Agency of Leningrad Region Egor Mischeryakov told about large-scale port projects of the region at the International Forum on the Development of Transport Corridor Infrastructure TRANSTEC.

Egor took part in a pitch session dedicated to the largest transport projects and also presented a report on application of the law on protection of incentives and investments to port projects.

Investment projects in the port areas are being actively developing in Leningrad region: near Ust-Luga (seaport  of Ust-Luga) and near Vyborg (seaports of Primorsk and Vysotsk). According to our expert, the volume of announced investments in the new port capacities is more than 380 billion rubles.

Besides, the largest investment project on construction of a complex for processing of ethane-containing gas with total cost exceeding 2 trillion rubles, is being implemented near Ust-Luga seaport.

Egor Mischeryakov noted that the region provides comprehensive support for investors implementing projects in the ports.

New support mechanisms include an opportunity to conclude an agreement on protection of incentives and investments. In the near future the legal basis concerning regional authorities will be adopted, after that the most efficient mechanisms for interaction with investors within the new law will be worked through.

One of important investment promotion mechanisms in Leningrad region is subsidies for reimbursement of expenses on creation of transport, engineering, energy and communal infrastructure. Starting from 2021 and within 3 years it is planned to spend 387 million rubles annually for this purpose.

Besides, the Government of Leningrad region with support of the Ministry of Economic Development of the Russian Federation works on creation of a special economic zone in Vyborgsky district. The anchor resident of the planned SEZ is Primorsk Universal Loading Complex.
