Reengineering accelerates public services

Public services are accelerating. After reengineering of the process, permits for work of passenger taxi in Leningrad region will be issued within 10 days instead of 30.

The Process office of the Committee for Economic Development and Investment Activity of Leningrad Region presented the results of their work aimed at optimization of the process.

First of all, digitalization: the service was transferred into electronic form, human participation in provision of inter-departmental requests is excluded. An applicant will be able to submit an application at the regional portal of state and municipal services and in a user account receive a license in an innovative form – QR code which can be printed.    

Financial and time costs for provision of licenses will be significantly reduced:

  • costs for processing of one license will be reduced from 2,900 rubles to 250 rubles. The volume of annual savings is estimated as 10 million rubles.
  • time spent by employees of Transport Department of Leningrad Region for one procedure will be reduced from 5.5 working hours to 27 minutes.  

“Acquisition of information systems and automation of several stages is not enough to create digital services. We should completely decompose the process of provision of services and “reconstruct” it reducing the time for procedures. Perfectly, and we are striving for this, the services should be provided online. This year we’ll be working hard on services for business which directly affect investment climate in the region: these are services concerning construction supervision, various permits and business support,” commented Deputy Chairman of the Government of Leningrad Region Dmitry Yalov.

Work on reengineering of public services was launched in 2019. The Process office of the Committee for Economic Development and Investment Activity of Leningrad Region optimized 15 services and processes. Currently it works on 9 more services, it is planned to digitalize 32 services in 2020 and all services – by 2024.
