Kirovsky District is located in the central part of the Leningrad Region, east of Saint Petersburg, in the basin of the Neva, Mga, Tosno, Moyka, Naziya, Ryabinovka, and Lava rivers. To the north, the district adjoins Lake Ladoga; to the south, it borders the Volkhovsky, Kirishsky, and Tosnensky districts. The district is connected to the central regions of the country by rail and road transport. It has river transport links with Lake Ladoga and access to the Baltic Sea.

Infrastructure: Transport links of Kirovsky Municipal District with Saint Petersburg and the districts of the Leningrad Region are provided by rail and road transport. The main transit corridors pass through the territory of Kirovsky Municipal District: the "KOLA" highway (M18) and "Magistralnaya" (A120). The Saint Petersburg – Volkhovstroy line of the Oktyabrskaya Railway runs through the district, providing access to the north and east of Russia. River transport exists, allowing small vessels to access Lake Ladoga and the Baltic Sea. On the district's territory there is a pier in Kirovsk and Shlisselburg. Also within the municipal district, the Volga-Baltic Waterway passes, connecting the Neva River basin with the Volga and Northern Dvina river basins.

Economy: Kirovsky District has historically developed as an advanced district of the Leningrad Region with a diversified economy. The district is among the top ten most economically developed districts of the Leningrad Region. Priority sectors of the district's economy are shipbuilding, food industry, production of building materials, agriculture, and development of recreation and tourism.

In 2025, industrial enterprises shipped goods of own production worth 67.1 billion rubles, which is 16.5% higher than in 2024. The average number of employees in industrial production (manufacturing, mining, production and distribution of electricity, gas and water) in 2025 was 6.5 thousand people. The average monthly salary in industry in 2025 was 120.4 thousand rubles, which is 19.6% higher than the previous year's figure.

The share of industrial production in the total volume of shipped goods of own production, work performed, and services rendered is 56.3%.
