Business Ombudsman of the Leningrad Region

The activities of the Commissioner for the Protection of Entrepreneurs' Rights in the Leningrad Region are aimed at protecting the rights and legitimate interests of entrepreneurs in relations with state authorities in the region, local self-government bodies, and their officials.

Tasks of the Business Ombudsman

protection of the rights and legitimate interests of business entities

legal education of business entities on issues of their rights, as well as ways to protect their legitimate interests

assistance in the formation and implementation of the state policy of the Leningrad Region in the field of business development and protection of entrepreneurs' rights

preparation of proposals to improve the mechanism for protecting the rights and legitimate interests of business entities

informing the public about the state of observance and protection of the rights and legitimate interests of entrepreneurs in the Leningrad Region

Who can contact the Commissioner:

• a business entity registered with the state registration authority in the Leningrad Region;
• a business entity whose rights and legitimate interests have been violated in the Leningrad Region.

On what issues can you contact the Commissioner:

regarding actions (or inaction) of:

• state authorities of the Leningrad Region;
• territorial bodies of federal executive authorities in the Leningrad Region;
• local self-government bodies;
• other bodies and organizations vested by federal laws with certain state or other public powers;
• officials who violate the rights and legitimate interests of business entities.

with proposals:

• to improve regulatory legal acts governing business activities;
• to improve the organization of work of state bodies and local self-government bodies regarding the removal of obstacles to the conduct of lawful business activities.

In addition, if an inspection is being conducted against you within the framework of state control (supervision) or municipal control, you have the right to submit a written request to the Commissioner for the Protection of Entrepreneurs' Rights in the Leningrad Region, proposing that the Commissioner participate in the inspection being conducted against you.

The Commissioner does not consider complaints:

• arising from property disputes between economic entities;
• that have been previously considered by them, and to which the applicant has already received a response;
• where the applicants' interests were violated outside the territory of the Leningrad Region, provided that the applicant is also not registered as a business entity in the Leningrad Region.
