Industrial Development Centre of the Leningrad Region

The autonomous non-profit organization "Industrial Development Centre of the Leningrad Region" is a regional support institution established in 2017 to help improve the competitiveness of industrial enterprises in the region. The Centre includes three structural divisions: the Cluster Development Centre, the Export Support Centre, and the Regional Competencies Centre.

The Industrial Development Centre of the Leningrad Region provides services to both industrial enterprises in the region and small and medium-sized businesses. More specifically, the Centre helps those enterprises that want to increase their level of competitiveness, increase production volumes, reduce costs, find new partners, increase sales both domestically and internationally, implement lean manufacturing principles, and receive state support measures at the regional and federal levels.


Cluster Development Centre (CDC)

The Cluster Development Centre – creating conditions for effective interaction of participating enterprises for the development of territorial clusters and the implementation of joint cluster projects. 

Services are provided free of charge to industrial enterprises of the Leningrad Region:

  • comprehensive support for cluster participants;
  • promotion of cooperation opportunities for enterprises in the region; 
  • search for new business partners, suppliers of raw materials and necessary equipment;
  • posting information about enterprises on the industrial cooperation portal;
  • listing on specialized electronic platforms;
  • conducting marketing research;
  • holding procurement sessions based on requests from large manufacturers and investors; 
  • participation in industry exhibitions and communication events to develop cooperation;  
  • consulting enterprises on obtaining state support measures.
Export Support Centre (ESC)

The ESC provides comprehensive information-analytical, consulting and organizational support aimed at developing exports of small and medium-sized businesses in the Leningrad Region.

Export activity support – new package services from the Leningrad Region ESC:

  • export contract support;
  • search for foreign buyers;
  • providing access for small and medium-sized businesses to inquiries from foreign buyers;
  • international exhibitions;
  • reverse business missions;
  • international business missions;
  • interregional business missions;
  • listing on ETPs (electronic trading platforms);
  • acceleration programs;
  • certification;
  • seminars of the REC Export School;
  • round tables on export topics; 
  • webinars.

Services are provided to small and medium-sized businesses of the Leningrad Region free of charge or on co-financing terms.

Regional Competencies Centre (RCC)

The RCC provides targeted support to enterprises in terms of helping to increase labour productivity at medium and large enterprises in the Leningrad Region's basic non-resource sectors, implementing the national project "Labour Productivity", including offering:

  • consultations from leading Russian experts in the field of lean manufacturing;
  • participation in educational and training programs.

Participants in the national project "Labour Productivity" can be enterprises from manufacturing, agriculture, transport, trade, and construction.

Annual revenue must be at least 400 million rubles for the previous year, and the share of foreign tax residents in the authorized capital of the legal entity must not exceed 50%. To participate in the national project, you must submit an application on the portal производительность.рф.
