The main information platform on PPPs in the Leningrad Region

Basic information on the experience of implementing PPP projects in the Leningrad Region is presented on the information resource of the Committee for Economic Development and Investment Activity in the "Public-Private Partnership" section.

Characteristics of PPP

Public-Private Partnership (PPP) is a long-term mutually beneficial cooperation between a public and a private partner, aimed at implementing projects to achieve the goals of socio-economic development of public-law entities, improving the accessibility and quality of public services, achieved through risk sharing and attracting private resources.

The goal of PPP from an economic perspective is to stimulate the attraction of private investment in the production of services, works, and consumer goods.

  • long-term nature of the partnership (at least 3 years for PPP agreements). Relations under such agreements last from 10 to 49 years;
  • distribution of risks and responsibilities between partners;
  • full or partial financing of the creation of a public infrastructure facility by the private party;
  • pooling of resources of the public and private partners.

In these agreements, there are two parties – the public partner (grantor under the CA) and the private partner (concessionaire under the CA).

Main differences between a PPP agreement and a CA:

  • ownership of the agreement object under PPP may vest in the private partner, while under a CA it always remains with the public party (grantor);
  • operation under PPP agreements may be assigned to the public partner, while under a CA it is always the responsibility of the concessionaire;
  • each of these forms of agreement has its own list of objects for which they can be concluded;
  • PPP projects require an assessment of the project's effectiveness and justification of its comparative advantage;
  • the private partner under PPP agreements can only be Russian legal entities. Under a CA, a foreign legal entity can act as the private partner.

Support Measures

In the Leningrad Region, the following regional laws of the Leningrad Region have been adopted, providing support measures for PPP projects and concession agreements:

Regional Law of the Leningrad Region No. 98-oz dated November 25, 2003 "On Corporate Property Tax", according to which organizations that have concluded concession agreements with the Leningrad Region in accordance with Federal Law No. 115-FZ of July 21, 2005 "On Concession Agreements" are exempt from taxation in respect of real estate that is the object of these concession agreements for the duration of the concession agreements.

Law of the Leningrad Region No. 113-oz dated December 29, 2012 "On the Regime of State Support for Organizations Carrying Out Investment Activities in the Territory of the Leningrad Region and on Amendments to Certain Legislative Acts of the Leningrad Region", which:

  • establishes a reduced rate of corporate property tax;
  • establishes a reduced rate of corporate profit tax;
  • provides informational and advisory support for investment activities within the framework of the investment project being implemented by the organization.

These support measures are provided to organizations that meet the conditions established by law, including the types of activities suitable for the implementation of PPP projects.

Regional Law of the Leningrad Region No. 89-oz dated November 25, 2019 "On Incentive Measures for the Implementation of Regional Investment Projects in the Territory of the Leningrad Region and on Amendments to Certain Legislative Acts of the Leningrad Region", which:  

  • establishes a reduced rate of corporate property tax;
  • establishes a reduced rate of corporate profit tax.

These support measures are provided to organizations that meet the conditions established by law, including the types of activities suitable for the implementation of PPP projects.

Regional Law of the Leningrad Region No. 36-oz dated April 6, 2020 "On the Application of the Investment Tax Deduction for Corporate Profit Tax in the Territory of the Leningrad Region", which establishes the right to apply an investment tax deduction for corporate profit tax in the territory of the Leningrad Region.

This support measure is provided to organizations that meet the conditions established by law, including the types of activities suitable for the implementation of PPP projects.

Regional Law of the Leningrad Region No. 1-oz dated February 3, 2012 "On the Corporate Profit Tax Rate for Organizations Registered with Tax Authorities in the Territory of Lodeynoye Pole and Podporozhye Municipal Districts", which establishes a reduced rate of corporate profit tax.

This support measure is provided to organizations that meet the conditions established by law, including the types of activities suitable for the implementation of PPP projects. In addition, each concession agreement and resolutions of the Government of the Leningrad Region approving the procedures for providing budget investments may provide support measures regarding the financing of concession agreements.


PPP Development in the Leningrad Region

Regional Level

The Ministry of Economic Development of the Russian Federation annually compiles a rating on the level of PPP development in the regions. 

According to the results of the 2024 rating, the Leningrad Region took 6th place in terms of PPP development level.

At the regional level in the Leningrad Region, 5 concession agreements and 1 PPP project have been concluded for the following projects:

The sports facility – a swimming pool with spectator seating in Gatchina is located at: Leningrad Region, Gatchina, General Knysh St., land plot No. 13a, and includes 3 pools (sports, health, and for teaching children aged 7-10 to swim) with a total water area of 800 sq. m, as well as 4 gyms with a total area of 600 sq. m.

Project Budget: 690 million rubles.

Project Implementation Scheme: Concession Agreement (DBTO model: Design-Build-Transfer-Operate)

Participation of the Leningrad Region:

  1. Provision of a land plot to the concessionaire under a lease agreement;
  2. Provision of the sports facility to the concessionaire for possession and use after the completion of construction works for the purpose of targeted operation, technical maintenance, and upkeep of the facility;
  3. Grantor's payment for the purpose of financial support (reimbursement) of part of the concessionaire's expenses for the construction of the facility and targeted operation (in connection with providing the pool for training and competitions of the Leningrad Region national teams).

On July 21, 2017, a concession agreement was concluded between the Government of the Leningrad Region
and LLC "POOL GAT" for the purpose of implementing the project in Gatchina, the term of the concession agreement is 20 years (the proposal to conclude a concession agreement was published on the official website).

As part of the implementation of the concession agreement, the investor undertakes to carry out the design, construction, and equipping of the facility with movable property, and subsequently carry out the targeted operation of the facility and its maintenance. When carrying out targeted operation, the investor undertakes to provide the pool for training and competitions of the Leningrad Region national teams.

In June 2018, the design work for the concession agreement facility was completed. The facility was put into operation on March 23, 2022. Since June 2023, the targeted operation of the concession agreement facility has been carried out.

Expected effect from the project implementation:

  1. Improving the quality and accessibility of sports for the population (increasing the water surface area by 800 sq. m);
  2. Increasing the provision of sports facilities to the population;
  3. Strengthening public health and forming a healthy lifestyle;
  4. Increasing the capacity of swimming pools by 102 people/hour;
  5. Reducing the one-time burden on the regional budget by attracting private investment;
  6. Creation of new jobs.

Project Budget: 1,008.2 million rubles.

Project Implementation Scheme: Concession Agreement (DBTO model: Design-Build-Transfer-Operate).

Participation of the Leningrad Region:

1. Provision of a land plot to the concessionaire under a lease agreement. 2. Payment of the grantor's fee to the concessionaire for the purpose of financial support (reimbursement) of part of the concessionaire's expenses for the design, construction of the facility and targeted operation (in connection with providing the pool for training and competitions of the Leningrad Region national teams). 3. Granting the concessionaire the rights of possession and use of the concession agreement facility after its construction is completed for operation.

On August 8, 2018, a concession agreement was concluded between the Government of the Leningrad Region and LLC "ATLANTIKA POOLS" for the purpose of implementing the project for the construction of a swimming pool in Sertolovo, Leningrad Region, the term of the concession agreement is 23 years (the proposal to conclude a concession agreement was published in accordance with the established procedure).

As part of the implementation of the concession agreement, the investor undertakes to carry out the design, construction, and equipping of the facility with movable property, and subsequently carry out the targeted operation of the facility and its maintenance. When carrying out targeted operation, the investor undertakes to provide the pool for training and competitions of the Leningrad Region national teams.

In November 2019, the design work for the concession agreement facility was completed. In December 2019, construction and installation work began.

The facility was put into operation on December 25, 2025.

Expected effect from the project implementation:

1. Improving the quality and accessibility of sports for the population (increasing the water surface area by 520 sq. m);

2. Increasing the provision of sports facilities to the population;

3. Increasing the capacity of swimming pools by 78 people/hour;

4. Reducing the one-time burden on the regional budget by attracting private investment;

5. Creation of new jobs;

6. Strengthening public health and forming a healthy lifestyle.

Reconstruction of the former city hospital buildings and their technical equipping for the purpose of creating the "Leningrad Regional Medical Rehabilitation Center" in Kommunar, Gatchina District, and its subsequent operation.

The Leningrad Regional Medical Rehabilitation Center, designed for 300 beds, will be located at: Leningrad Region, Gatchina Municipal District, Kommunar, Stroiteley St., 3.

The modern regional medical rehabilitation center will provide health, diagnostic, treatment, and rehabilitation services to residents of the Leningrad Region in the areas of: cardiology, neurology (including 60 beds under the Compulsory Medical Insurance (CMI) system), musculoskeletal system and peripheral nervous system
(including 60 beds under the CMI system).

In addition, the healthcare facility "Leningrad Regional Medical Rehabilitation Center" during its targeted operation in the CMI sphere will ensure the provision of primary health care services (including those provided in emergency form) in the amount of 250 visits per shift for residents of Kommunar.

Project Budget: 3.15 billion rubles.

Project Implementation Scheme: Concession Agreement (DBTO model: Design-Build-Transfer-Operate)

Participation of the Leningrad Region:

  1. Provision of a land plot of 4.4 hectares to the concessionaire under a lease agreement;
  2. Provision of 15 real estate properties to the concessionaire for possession and use to carry out reconstruction and technical equipping works;
  3. Provision of the Leningrad Regional Medical Rehabilitation Center to the concessionaire for possession and use after reconstruction for the purpose of targeted operation, technical maintenance, and upkeep of the facility;
  4. Grantor's payment for the purpose of financial support (reimbursement) of the concessionaire's expenses for the reconstruction of the concession agreement facility and targeted operation of the Leningrad Regional Medical Rehabilitation Center in the CMI sphere.

Project Implementation Stages:

On March 17, 2017, the Government of the Leningrad Region and LLC "Special Project Company 'XXI Century'" concluded a concession agreement for the purpose of creating a healthcare facility – the Leningrad Regional Medical Rehabilitation Center, the term of the concession agreement is 28 years (the proposal to conclude a concession agreement was published on the official website).

As part of the implementation of the concession agreement, the investor undertakes to carry out the design, reconstruction, and equipping of the facility with medical equipment, and subsequently carry out the targeted operation of the facility (provision of services under the CMI, Voluntary Medical Insurance (VMI), and paid services) and its maintenance.

In December 2018, the design work for the concession agreement facility was completed. Construction and installation work is currently underway.

The facility is planned to be put into operation in the 3rd quarter of 2023.

Expected effect from the project implementation:

  1. Creation of a specialized medical rehabilitation institution in the Leningrad Region;
  2. Ensuring accessibility of medical care and increasing the efficiency of medical services in the Leningrad Region;
  3. Increase in life expectancy at birth by the end of the project – 77.8 years (or by 7.8%);
  4. Reduction in mortality per 1000 population by the end of the project – 13.6 (or by 2.8%);
  5. Increased accessibility of medical rehabilitation by providing 300 beds (99,000 bed-days), including 120 beds under the CMI program (39,600 bed-days);
  6. Increased accessibility of primary health care (provided in emergency form) by 11,200 visits per year;
  7. Creation of 610 new jobs.
PPP Kommunar

Reconstruction and overhaul of the property of the socially significant facility "Centralized Water Supply System 'Ladoga Water Pipeline' of the Vsevolozhsk Municipal District of the Leningrad Region".

On December 16, 2016, a municipal concession agreement was concluded regarding the property of the socially significant facility "Centralized Water Supply System 'Ladoga Water Pipeline' of the Vsevolozhsk Municipal District of the Leningrad Region".

On June 9, 2020, an additional agreement was signed on the replacement of a party under the concession agreement, according to which the Leningrad Region became the grantor (public party) under the agreement.

On October 8, 2025, Additional Agreement No. 2 to the concession agreement was concluded.

Project Budget: 4,727 million rubles.

Project Implementation Scheme: concession agreement (DBTO model: Design-Build-Transfer-Operate)

The project provides for:

  • Reconstruction and overhaul of the Ladoga Pumping Station;
  • Reconstruction and overhaul of the Ladoga Water Pipeline;
  • Expansion and reconstruction of water treatment facilities in Vsevolozhsk;
  • Expansion and reconstruction of water treatment facilities in Kuzmolovsky.

Participation of the Leningrad Region:

  • Provision of a land plot to the concessionaire under a lease (sublease) agreement or their provision on other legal grounds;
  • Granting the concessionaire the rights of possession and use of the concession agreement facilities for the purpose of carrying out cold water supply activities for consumers;
  • Approval of the concessionaire's investment programs and setting of the concessionaire's tariffs.

Expected effect from the project implementation:

  • Improving the quality of water supply in accordance with the accepted requirements of sanitary norms and rules;
  • Increasing the supply of drinking water to meet growing needs;
  • Increasing the capacity of water treatment facilities: in Vsevolozhsk – up to 40 thousand m3/day and in Kuzmolovsky – up to 10 thousand m3/day;
  • Reducing the number of interruptions in water supply from 0.043 to 0 units/km of network;
  • Preventing an increase in the specific electricity consumption under increasing load.

Current Status:

In 2021, the first stage of reconstruction of the water treatment facilities in Kuzmolovsky was put into operation – increasing capacity to 4 thousand m3/day.

In 2022, network pumps No. 15 and No. 17 of the pumping station of the 2nd lift of the water treatment facilities in Vsevolozhsk were replaced.

In 2023, construction and installation work was completed to connect the water treatment facilities in Vsevolozhsk via the second line of the Ladoga Water Pipeline.

In 2025, the second stage of reconstruction of the water treatment facilities in Kuzmolovsky was put into operation – increasing capacity to 10 thousand m3/day.

As of 01/01/2026, private investments in the amount of 2,157 million rubles have been invested in the reconstruction of water supply facilities.

The cultural and leisure facility – the Cultural and Leisure Center in Sosnovy Bor will be located at: 

Leningrad Region, Sosnovy Bor, Lipovo and will include a cultural and leisure center, a sports and health center, hotel buildings, a guest house, a restaurant, a lounge area, a buffet, and bathhouses.

Project Budget: 1,500 million rubles (100% private funds).

Project Implementation Scheme: Public-Private Partnership Agreement.

Participation of the Leningrad Region: 

Provision of a land plot to the private partner under a lease agreement. On January 15, 2024, a public-private partnership agreement was concluded between the Government of the Leningrad Region and LLC "16 KVARTAL" for the purpose of constructing a cultural and leisure center for youth work in the Leningrad Region with recreational and sports and health facilities in Sosnovy Bor, the term of the PPP agreement is 5 years (the proposal to conclude a concession agreement was published on the official website).

As part of the implementation of the PPP agreement, the investor undertakes to carry out the design, construction, and equipping of the facility with movable property, and subsequently carry out the targeted operation of the facility and its maintenance. During operation, the private partner undertakes to provide the public partner with free use of the premises of the Cultural and Leisure Center for events.
The expected date of commissioning of the facility is the 3rd quarter of 2027.

Expected effect from the project implementation:

1. Increase in the number of participants in youth all-Russian, district, regional and interregional, municipal and intermunicipal forums held in the Leningrad Region by 13.1% from the current indicator for the implementation of the state program and by 7.7% from the planned indicator of the state program for 2025-2028;
2. Increase in the number of children and youth under the age of 35 involved in social activities through increasing the coverage of patriotic projects by 4.6% from the current indicator for implementation within the subprogram and by 0.6% from the planned indicator of the subprogram for 2025-2028;
3. Increase in the share of youth involved in activities to engage in creative activities by 13.3% from the current indicator for implementation within the subprogram and by 2% from the planned indicator of the subprogram for 2025-2028.

On December 7, 2023, within the framework of the VTB investment forum "Russia Calling!", a concession agreement was signed between the Government of the Leningrad Region and LLC "Vsevolozhsk Concession Company" regarding the financing, design, construction, and operation on a paid basis of the latitudinal high-speed highway in the Leningrad Region.

The project includes 3 stages:

1. Stage V – section from the federal public highway A-118 "Ring Road around the city of St. Petersburg" to the federal public highway R-21 "Kola".

2. Stage VI – section from the federal public highway A-118 "Ring Road around the city of St. Petersburg" to the regional public highway "St. Petersburg – Koltushi" with access to Vsevolozhsk, 9.44 km long.

3. Access to Vsevolozhsk.

Main technical and economic indicators of the project:

  • number of traffic lanes – 4;
  • length – 14.3 km;
  • forecast intensity by 2031 – 50.7 thousand vehicles/day;
  • design speed – 120 km/h.

Project Budget: 98.3 billion rubles.

Term of the agreement – 49 years. The facility is scheduled to be put into operation in 2031.

The implementation of the agreement is aimed at ensuring transport accessibility of the rapidly developing Vsevolozhsk Municipal District and the development of the agglomeration of St. Petersburg and the Leningrad Region.

A concession agreement was signed between the Government of the Leningrad Region and LLC "Vsevolozhsk Concession Company" regarding the financing, design, construction, and operation on a paid basis of the latitudinal high-speed highway in the Leningrad Region (the proposal to conclude a concession agreement was published on the official website).

On November 25, 2022, a concession agreement was concluded between the Administration of the Vsevolozhsk Municipal District of the Leningrad Region and LLC "Vector Nedvizhimosti" on financing, design, construction, and operation of an educational facility (Institution of primary general, basic general and secondary general education) in the city of Murino, Vsevolozhsk Municipal District, Leningrad Region.

Project Budget: 1,813 million rubles.

The purpose of concluding the concession agreement is to create additional places in general education organizations in the Leningrad Region due to the increase in the number of students caused by the demographic factor, within the framework of the state program "Development of Education", approved by Decree of the Government of the Russian Federation No. 1642 dated December 26, 2017 "On Approval of the State Program of the Russian Federation 'Development of Education'", the state program of the Leningrad Region "Modern Education of the Leningrad Region", approved by Decree of the Government of the Leningrad Region No. 398 dated November 14, 2013, the municipal program "Modern Education in the Vsevolozhsk Municipal District of the Leningrad Region", approved by the Decree of the Administration of the Municipal Formation.

According to the concession agreement, the investor undertakes to carry out the construction of a building for an institution of primary general, basic general and secondary general education for 1175 students (total area of at least 18,700 m2) at the address: Leningrad Region, Vsevolozhsk Municipal District, lands of SAOZT "Ruchi". 

In November 2022, a land lease agreement was concluded. Currently, design work for the concession agreement facility is underway.

On May 16, 2022, an agreement on municipal-private partnership was concluded between the Administration of the Sosnovy Bor Urban District of the Leningrad Region and LLC "TITANMED" on the design, creation, maintenance, and operation of a recreation area with hotels for tourists and vacationers and a sports facility "Ski Base".

The object of the municipal-private partnership agreement is planned to be located at: Leningrad Region, Sosnovy Bor, Sokolova St., plot No. 15. The term of the municipal-private partnership agreement is 5 years.

Project Budget: 210 million rubles (100% private investment in the facility, without the participation of regional and/or local budget funds).

Participation of the Leningrad Region: full methodological and advisory support and assistance in the implementation of the municipal-private partnership agreement, including at the stage of creation, maintenance, and operation of the facility during the term of the agreement.

Participation of the Sosnovy Bor Urban District (as the public partner under the Project):

  1. Provision of a land plot to the investor under a lease agreement.
  2. Provision of the sports facility to the investor for possession and use after the completion of construction works for the purpose of targeted operation, technical maintenance, and upkeep of the facility.

As part of the implementation of the municipal-private partnership agreement, the investor undertakes to carry out design, construction, as well as carry out the targeted operation of the facility and its maintenance.

According to the agreement, the investor undertakes to carry out the construction of the following facilities:

  1. Administrative and amenity building with a cafe (area not exceeding 750 m2).
  2. Three two-story hotel buildings with double room stock (total area not exceeding 2,550 m2);
  3. Five guest house buildings for 4-8 people (total area not exceeding 750 m2).
  4. Bath and health complex building (total area not exceeding 180 m2). 
  5. Sports facility - Ski base with a sports equipment rental point (total area not exceeding 120 m2).

In August 2022, the design work for the municipal-private partnership agreement facility was completed. Construction and installation work is currently underway. The facility is planned to be put into operation in the III quarter of 2023.

Expected effect from the project implementation:

  1. Creation of conditions for active recreation of the population (residents and guests of the city of Sosnovy Bor, Leningrad Region).
  2. Increase in the level of provision of the population of the Sosnovy Bor Urban District with sports facilities.
  3. Development of infrastructure and material and technical base of temporary accommodation facilities for athletes, tourists, guests, and residents of Sosnovy Bor, Leningrad Region.
  4. Reduction of the one-time burden on the regional and local budgets by attracting private investments.
