This week Mumbai will host a series of meetings between entrepreneurs from the region and potential partners in India, and companies from the Leningrad region will also take part in a construction exhibition in New Delhi. The participants of the business mission include seven enterprises of the Leningrad region: the manufacturer of robotic equipment for the industry "Aitel Pro", the tire processor company "Lexor", the manufacturer of protective building materials "Glass Systems", the manufacturer of specialized lubricants for mechanisms "AlliancePro", the shipbuilding company "Hovercraft" , "Tosnensky feed mill" and timber processing company "Trust Les". The delegation of the region is headed by Deputy Prime Minister of the Leningrad Region - Chairman of the Committee for Economic Development and Investment Activities Dmitry Yalov. The business mission began today in the city of Mumbai - there will be a meeting with the Consul General of Russia, a representative of Sberbank in India. Presentations of the potential of the Leningrad Region and exporters are planned in one of the oldest chambers of commerce in India - the IMC Chamber of Commerce and Industry association and in the World Trade Center and the Association of Industrialists (AIAI), which includes more than 1,500 companies, including small and medium-sized businesses . “It is not the first year that when organizing foreign business missions, we rely on the countries of Central Asia, the Middle East and Africa. The South Asian region is a new direction for our enterprises, but no less promising. In preparation for the business mission, we have planned dozens of meetings for our enterprises, we see the Indian side's interest in manufacturers of building materials, ships, and we will promote other industries for cooperation,” Dmitry Yalov commented. On December 8, the Acetech New Delhi 2022 construction exhibition starts in New Delhi, where furniture solutions manufacturers Slotex-MK from the Vsevolozhsky district, an entrepreneur from the Volkhovsky district that produces various lamps and signs, and a lumber manufacturer Petrovles-Pasha from Lodeynopolsky will present their products district. This is already the ninth foreign business mission organized by the Industrial Development Center of the Leningrad Region this year as part of the national project "International Cooperation and Export".

This year, the Leningrad Region and Hebei Province (PRC) are celebrating the 30th anniversary of the establishment of friendly ties. The BRICS countries are a large-scale global market. The total number of their inhabitants is about 3 billion people, namely 41% of the world population. Specialists of the Economic Development Agency of the Leningrad Region took part in the NAAIR international internship for regional investment agencies and development corporations at the site of investment agencies INVEST IN TURKEY and INVEST IN ISTANBUL. The internship took place as part of the organization of the international activities of the NGO "National Association of Investment and Development Agencies" (NAAIR) and the work of the NAAIR.Global platform with the support of the Ministry of Industry and Trade of the Republic of Turkey and the Ministry of Economic Development of the Russian Federation. The internship was attended by 15 regions of Russia, as well as representatives of Russian and Turkish businesses. The Investment Office under the President of the Republic of Turkey is responsible for promoting Turkey's investment opportunities and assisting investors before, during and after their arrival in Turkey. The office works with a network of consultants based in a number of countries including China, France, Germany, Italy, Japan, Malaysia, Qatar, Saudi Arabia, Singapore, South Korea, Spain, UAE, UK and USA. The investment office offers investors a wide range of services on a one-stop basis. According to FDI Markets, Turkey has become the 9th most popular foreign direct investment (FDI) destination with 160 projects in Europe. Opening the internship, NAAIR Executive Director Rafael Khusyainshin noted that Russia and Turkey have similar approaches to organizing the investment process, and therefore, the exchange of experience is extremely important for our countries and investment agencies. Thus, according to the results of the first quarter of 2022, Istanbul ranked fourth among European cities after London, Paris and Berlin in terms of the volume of attracted investments. Special attention was paid to the work of the Istanbul Investment Support Center (CIP), which was established to provide investor support services in Istanbul (responsible for informing and supporting investors in the field of business development, taking the necessary measures to overcome administrative barriers, providing regional investment incentives; monitoring investment activity; informing investors about investment opportunities; coordination, exchange of experience, etc.). Thanks to the Quick Start program, new import-substituting enterprises are able to compensate up to 50% of the cost of renting production premises from the budget. The Quick Start program includes a set of two support measures: a subsidy for reimbursement of part of the cost of paying rent for premises and a preferential rent - 1 ruble - for newly concluded land lease agreements when they are leased without bidding. The conditions for receiving support measures are determined by the decrees of the government of the Leningrad Region No. 389 and No. 436. “The Quick Start program allows you to create import-substituting production “here and now” with the support of the region. Up to 50% of the cost of renting industrial premises can be compensated from the budget. Such a support measure will help, first of all, small and medium businesses to quickly start producing the necessary products,” said Dmitry Yalov, Deputy Chairman of the Government of the Leningrad Region, Chairman of the Committee for Economic Development and Investment Activities. Subsidies for reimbursement of part of the cost of paying rent for premises, buildings or structures for the implementation of investment projects for the production of import-substituting products are provided for no more than six months in 2022 under contracts concluded from January 1 to July 1, 2022. The leased production area must be at least 500 square meters. A new support measure has also been introduced with the establishment of a preferential rent for newly concluded land lease agreements when they are leased without bidding for companies registered in the Leningrad Region. These criteria are suitable for investment projects with a planned investment of more than 200 million rubles, for remote areas - from 30 million rubles. The preferential rent is fixed for one year. The list of products and industries for import substitution is determined by the relevant orders of the Ministry of Industry and Trade of the Russian Federation and decrees of the Government of the Leningrad Region. Among the industries for which the import substitution action plan has been approved are the automotive, light industry, timber industry, machine building for the food and processing industries, the medical and pharmaceutical industries, shipbuilding and others - there are only 24 industries. Support for investment projects as a "single window" of the regional administration is carried out by the Economic Development Agency of the Leningrad Region. The agency's specialists assist in the selection of industrial sites and advise on support measures for business.

The Single Digital Window is part of a large interdepartmental Green Corridor project that brings together committees, business support institutions and municipal authorities. “The Green Corridor project for investors was launched last year to speed up the processing of applications and obtain all necessary support measures for investment projects at all levels. There are already real results when investment projects were promptly assisted at various stages of implementation - from obtaining permits and connecting engineering infrastructure to export, ”commented Anastasia Mikhalchenko, director of the Economic Development Agency of the Leningrad Region. The Green Corridor priority project for the investor was approved at a meeting of the Organizational Headquarters for Project Management of the Leningrad Region in September 2021. Its implementation will increase the efficiency of interdepartmental interaction when working with investors, including reducing the response time to typical business requests. The introduction of digital services for investors is part of the comprehensive work to introduce a regional investment standard - this work is carried out by the Leningrad Region among the pilot subjects of the Russian Federation. The regional investment standard was developed by the Ministry of Economic Development of the Russian Federation and is designed to simplify business scaling by creating a single client path, regardless of the region. The work on its formation is supervised by the First Deputy Prime Minister Andrey Belousov.

All backbone companies of the federal list and enterprises with revenues of more than 400 million rubles, regardless of the type of activity, can apply for targeted support in a special manner. Previously, a company that operates in the field of transport, construction, trade, agriculture or is engaged in manufacturing could receive targeted support under the national project. The share of foreign participation could not exceed 50%. A special order removes these restrictions. However, the region will have to justify the inclusion of the company in the national project on special terms. To do this, the socio-economic effect of targeted support is predicted and targets are determined; if they are not achieved, the region will compensate the federal budget for the costs. “The expansion of the national project will allow increasing the volume of output and saturating the market. It will be possible to include enterprises of the same production chain in order to increase labor productivity at all stages of the creation of the final product,” Andrey Belousov said. The need to change the selection criteria for the national project at the beginning of the year was voiced by the Governor of the Leningrad Region Alexander Drozdenko, who heads the subcommittee of the State Council of the Russian Federation on labor productivity. “We see a real economic effect for the enterprises of the Leningrad Region implementing the national project, therefore, from the very beginning, we advocated softening the selection criteria. We are already implementing the project at the expense of the regional budget at several of our large enterprises that do not meet the criteria. The new special procedure allows the regions to make their own choices - this is important, since the specifics are different for everyone, and only locally know which industry or city-forming enterprise requires additional support for further development,” commented Alexander Drozdenko, Governor of the Leningrad Region. Recall that the national project "Labor Productivity" helps enterprises multiply the volume of output. Experts help companies implement lean manufacturing, improve management, logistics and product sales. 51 enterprises of the Leningrad region have already joined the national project.
